ABSTRACT
The article uses theories of negotiation to evaluate whether negotiating with pirates is a good policy, and debates for a solution that looks after the interests of all stakeholders without sacrificing essential policy-based considerations. It says that piracy is still a worldwide threat to commerce and human life although incidents off the coast of Somalia have declined.
