ABSTRACT
The author presents his views on the issue of nuclear weapons prohibition as an international agreement. It is widely agreed that two world issues are today of greater importance than any others. The most immediate is the avoidance of major war. More fundmental is the concentration of the efforts of civilization on the full personal development of all men and women. The United States will meet its great responsibilities of leadership to the extent that it helps the world achieve these two great goals.
