ABSTRACT
The article presents views of the author on the bill S. 4222, an immigration bill introduced in the U.S. Senate. From the national standpoint it seems to him for the U.S. to go back to the census of 1890 would, in view of other countries, be regarded as unjust discrimination. In so doing they practically exclude anybody from certain countries. Under the 3 per cent Italy now knows the number of Italian immigrants admissible to be 42, 057. Under the 5 per cent, based on 1890, one can cut that down to 9000 in round numbers.
