The New Neighbourhood Policy as it is perceived today is a policy which is developed to help the EU to find this "third way"-not to enlarge further eastwards but at the same time not to close the doors to bordering countries. As for Russia, the EU appears to be facing a thorny dilemma. On the one hand, because of Russia's huge population and territorial potential, important deposits of energy resources and its special position in the international arena, the relations with Russia are of special significance for the EU. On the other hand, since Russia has much higher ambitions than any other neighbour of the EU, it demands a special treatment and can't be treated simply as one of the multiple players in the EU's neighbourhood policy.
