Report Finds Gap in State Services for L.E.P. Students

The article reports that language-minority students are deprived of the benefits from compensatory instruction, special and vocational education, and other programs that could offer them bilingual education in the U.S. According to the Council of Chief State School Officers, those children are poorly served in school where English is the medium of instruction. Some state education agencies only offered limited initiatives to address the problem.
