ABSTRACT
The article presents the U. S.-USSR agreement on nuclear weapon testing. The author comments on the proposed treaty that sets underground testing of nuclear weapons to yield as high as 150 kilotons. He states that it has no difference to Limited Test Ban Treaty in restraining the development of nuclear explosives capability by non-nuclear powers. Moreover, it also permits the Soviet Union and the United States to continue nuclear weapons test programs. He argues that the proposed treaty will have a negative impact on the Non-Proliferation Treaty. Reconsideration of the proposal and a treaty for a comprehensive nuclear test ban are recommended.
