The article reports on the study conducted by The Healthcare Association of New York State (HANYS) which revealed that the budget proposal of New York Governor George Pataki for 2006-2007 will only worsen the hospital crisis. HANYS president Daniel Sisto said that years of payment cuts and freezes by the government have resulted in a cost shift to the private sector that resulted in rising health insurance premiums.
