ABSTRACT
The article discusses how the United States Federal Housing Finance Board terminated its written agreement with the Federal Home Loan Bank of Seattle, Washington. The Seattle bank entered into the agreement on Dec. 10, 2004 after regulators became alarmed by its risk profile and weak profits. The Finance Board forced the bank to develop a three-year business and capital management plan that would raise minimum capital and limit the growth of the mortgage business.
