ABSTRACT
In this article, the author analyzes whether a new and flexible approach along the lines of the General Agreement on Tariffs and Trade can effectively achieve greater international cooperation in securing global nuclear disarmament. The traditional method of negotiating arms control agreements has not yet yielded any desirable results. The failure of the Strategic Arms Limitation Treaty calls for restructuring of the entire arms control process.
