ABSTRACT
The article reports on the legislative bills of U.S. Representatives John Peterson and Neil Abercrombie to lift moratoriums on the natural gas exploration of the Outer Continental Shelf. The bill, in coordination with the National Environment and Energy Development (NEED) Act of 2007, will allow each coastal state to permit natural gas leasing 25 to 500 miles from its coastline. The royalties from leasing would then be used to finance research on alternative energy and carbon sequestration, as well as to fund the Low Income Home Energy Assistance Program (LIHEAP).
