ABSTRACT
The article reports on the 47th Democracy Day celebration of the Tibetan community held on September 2, 2007. During the event, Kalon Tripa Samdhong Rinpoche emphasizes the delineation of the exile government from the Tibetan non-government organization (NGO) community as a major step in the democratic progress. Rinpoche also stresses that it is ethically wrong for NGOs to imply that they enjoy some form of a mutual understanding with the Administration.
