ABSTRACT
The article presents a message from U.S. President George W. Bush to the U.S. Congress regarding the continuation of the national emergency with respect to the stabilization of Iraq. The president announced that he sent a notice to the "Federal Register" to continue such emergency beyond May 22, 2008. He said that he made the decision because of the threat to U.S. security and foreign policy of the obstacles in the reconstruction of Iraq, restoration of peace and development of administrative and economic institutions in the country.
