ABSTRACT
The article examines the extent to which nontraditional contractors have been involved with the U.S. Department of Homeland Security's (DHS) other transactions to acquire innovative technologies. Methodology-wise, the Government Accountability Office (GAO) reviewed statutes and interviewed management officials. Based on the results, the GAO observed that transactions documentation indicate that contractors played a crucial role in the Science and Technology directorate's transaction agreements.
