ABSTRACT
This article discusses the implications of the apparent success of the troop surge strategy in the Iraq war for the legacy of U.S. president George W. Bush. Issues relating to the military response to terrorism in the Iraq war and the process of democratization in the Middle East, which is presented as a response to terrorism, are addressed. Problems relating to these efforts and the growing regional strength of Iran are assessed.
