ABSTRACT
The article discusses a report from the U.S. Government Accountability Office which found that 1.6 million businesses have failed to send taxes to the Internal Revenue Service (IRS) regarding employees' wages, Social Security and Medicare payments. About $58 billion are owed by delinquent employers to the IRS. The report has revealed that the number of delinquent employers has increased from 1998 to 2007. It relates the role of IRS dependence on voluntary compliance in the payroll tax deficit of the country.
