ABSTRACT
The article reports on the decision of professor Samdhong Rinpoche, incumbent Kalon Tripa, to reject the idea that the Charter of the Tibetans in exile should be amended so that he could extend his administration to a third term in Tibet, China. Rinpoche stresses the importance of amending the Charter in public welfare. Meanwhile, Speaker Pena Tsering acknowledges the impact of the 2011 election on the democratic process introduced by the Dalai Lama.
