ABSTRACT
The article discusses a study by the U.S. Government Accountability Office (GAO) which showed that the Minerals Management Service (MMS) of the Department of the Interior fails to provide reasonable assurance that it accurately identifies and collects royalty-in-kind (RIK) gas imbalances. GAO found that this failure prompts MMS to forge revenues for gas royalties. The department receives recommendations from GAO on how MMS can improve the identification and collection of RIK gas imbalances.
