ABSTRACT
The article looks at the challenges faced by Janet Napolitano as secretary of the U.S. Department of Homeland Security (DHS). Napolitano has to deal with several challenges demanded by her job such as heavy responsibilities, long hours, and a disappointing bureaucracy. The DHS is also hindered by jurisdictional conflicts between federal, state, and local governments and the private sector. The DHS is advised to refocus its pursuits, particularly on terrorism prevention.
