ABSTRACT
The article provides an analysis on issues related to Medicaid funds under the American Recovery and Reinvestment Act of 2009 or Recovery Act. It examines the use and access of Federal Medical Assistance Percentage (FMAP) by districts and states and the plan for Medicaid programs sustainability through surveying Medicaid officials about their program enrollment, adjustment, and uses of funds. State-reported data reveals enrollment growth of Medicaid from October 2007 to February 2010.
