ABSTRACT
European Union is one of the biggest actors in services trade in international level. The aim of this study is to show the policies of the services trade liberalisation of the European Union. With this aim, major legal regulations of the EU, neighbourhood policy, bilateral agreements and General Agreement on Trade in Services (GATS) negotiations are assessed. In framework of GATS, water liberalisation policies are also examined as an example. In the study, the legal regulations of European Union such as Green Paper On Services of General Interest, Directive on Services in the Internal Market and agreements, the offers and requests of EU in GATS negotiations are used. In the study, it is concluded that, on the one hand EU plays an active role towards the liberalisation of services trade, on the other hand this process has problems and dilemmas.
