ABSTRACT
The article looks at the efforts of Atlantic Bellwether States to experiment with approaches to address the environmental justice (EJ) issues. Models of the states' approach to EJ include the Internal Management model, Public Participation Practices and the Substantive model. It informs about the EJ policies of New York and New Jersey which follow the Internal Management model. Under the Substantive model, Maryland and Connecticut focus on environmental outcomes and project funding.
