The article discusses racism and xenophobia in the U.S. in the 21st century. The authors explains the racial implications of the 2008 presidential election of Barack Obama, an Arizona bill authorizing law enforcement officers to ask suspected illegal immigrants for documentation of citizenship, and an Arizona bill eliminating ethnic studies classes from being taught in public schools. Comparing Arizona's laws with Black codes from the American south during the Antebellum period, the authors examine the language used in the legislation to address questions of racial exclusion raised by opponents of the bills. The relationship between critical literacy and government policy is also examined.
