The article focuses on the implementation of the American Recovery and Reinvestment Act in the U.S. Nancy DiPaolo, assistant director of the Recovery Accountability and Transparency Board, says that the implementation improves the relationship between state and local government officers and the federal government, and it changes its perception on transparency. The use of a single alphanumeric code supported by the recovery board to promote transparency in the federal government is discussed.
