ABSTRACT
The author discusses the prevention of terrorism through intelligence services and how services can be improved. He suggests that the overall effort of intelligence may be improved through increased funding and expresses the view that the collection of information may be improved. The author explores the differences between collecting intelligence abroad and at home and the topic of reorganization in a bureaucracy, and altering checks and balances. In addition, he provides an outlook for strategies in the war against terrorism.
