ABSTRACT
The article discusses how criminal law can be fully codified, using the U.S. Model Penal Code (MPC), the proposed English Criminal Code (ECC), and the proposed Canadian Criminal Code (CCC) as reference. The intended readers of codes, statutes, and other legislation are the citizens of the country. For the rule of law to be effective, people must understand that they have to know the rules, as well as live in accordance to it.
