ABSTRACT
The article highlights the Isreal Defense Forces' policy of self-restraint or havlagah, which states that the forces can only return fire, hold their positions and never engage in counter-terror activities. The policy was created by the Haganah (Labor/Socialist) Party, which caused some non-supporters of it to broke off and form their own fighting units like the Irgun Zvai Leumi and Stern. The Six Day War in 1967, the War of Attrition with Egypt in 1969-70 and the War in Lebanon in 1982 were some of the cases that the policy was violated.
