ABSTRACT
The article focuses on the business environment ratings of African regions in terms of their oil and gas infrastructure. It states that the composite business environment scores are estimated using the average of downstream and upstream ratings, wherein South Africa takes the top spot while Sudan stays at the bottom. Moreover, Libya claims the top spot in the upstream business environment ratings since it benefited from oil reserves and a region-topping oil reserves-to-production ratio (RPR).
