ABSTRACT
This article focuses on the practical application of programming formulation on education forecasting in developing countries. A few years ago the author received a two-page, single-spaced, duplicated form letter from a young professor at a university in a third-world country. In it he confessed that he was a doctoral candidate at a prominent eastern American institution of higher learning. He also stated that he was back at home, teaching and working on a project for the ministry of education. Further, he had been entrusted with the task of forecasting where, for the next generation, new elementary, junior high, and high schools should be placed to maximize the much-needed literacy of his emerging nation. To say that education had been given top priority was a massive understatement: in the previous year, 21.2 percent of the entire budget of the country had been set aside for education. The author suggested that a much smaller approximation might be more practical (as well as possible) to solve, and suggested that any standard LPcode such as MPSX or MPS 360 could be used.
