ABSTRACT
The article reports the delay of full discussion of the European Commission's analysis of options and implications of a 30 percent greenhouse gas reduction target. Current status is presented highlighting pro-30 percent environment ministers at loggerheads with industry and economy ministers. Discussion on European Union-wide proposals for a carbon tax is mentioned with continuing resistance over sovereignty issues. Assessment of draft measures to prevent carbon leakage finds them adequate.
