ABSTRACT
This paper investigates the influence of promotion criteria and streaming patterns in secondary schools on the implementation of the 6-3-3-4 system of education and its implication for quality higher education for knowledge creation and sustainable development. The descriptive survey research design was employed; the target population included all administrative staff and teachers in both public and private secondary schools in Lagos state, Nigeria. Simple random sampling technique was adopted in selecting the secondary schools, while they were stratified into public and private. The sample included 90 members of the school administrative staff and 257 teachers. The School Administrative Staff Questionnaire (SASQ) and the Teacher Opinion Questionnaire (TOQ) were developed to gather data to answer the six research questions raised for the study, while frequency counts and percentages were used to analyze the data. The study revealed that: the promotion criteria used in the public secondary schools was low; the streaming patterns signified an almost automatic promotion; the percentages of students referred to Technical Colleges and Vocational Centres were quite minimal. The paper concluded that the low promotion criteria and streaming patterns in secondary schools has resulted in inadequate implementation of the 6-3-3-4 system of education with implication for the quality of graduates at this level of education. The study recommended the strict compliance to policy provisions, adequate follow up services and continued monitoring of the implementation of the 6-3-3-4 system of education to ensure quality in higher education for knowledge creation and sustainable development.
