ABSTRACT
The article discusses comments made by U.S. Homeland Security Secretary Janet Napolitano during her annual State of Homeland Security address at the Brookings Institution. Napolitano said the U.S. Department of Homeland Security is to expand its risk-based security initiatives, improve cyber security, and immigration reform in the country through Homeland Security (DHS) 3.0.
