The article considers the problems of cluster technologies use in the sphere of energy efficient technologies implementation, clean and renewable energy in Russia and abroad, characterizes the advantages of cluster technologies use in energy efficiency and conservation management, specific character of energy efficient clusters development processes in the Russian Federation, offers definition of ?energy efficient cluster? term, introduces principles and approaches to the creation of regional energy efficient and developmental stages.
