The article reflects on the amendments adopted by the Illinois Health Facilities and Services Review Board, related to the Health Facilities Planning Act to establish a procedure to reverse the trends of increasing costs of health care resulting from unnecessary construction of health care facilities. It discusses the rules adopted for comprehensive health care delivery system.
