ABSTRACT
The article reports that the European Union emissions trading scheme (EU ETS) will not be reformed until 2017, according to the European Commission (EC). The proposed reform options include increasing carbon reduction target, permanent removal of allowances, and establishing a limit on Kyoto credit use. The allowance surplus expected by the EC from the third phase of the EU ETS is described. Brief details about the long-term EU ETS reform being considered by the EC are also offered.
