ABSTRACT
The authors examine the Japanese local governments' resistance against Prime Minister Shinzo Abe's economic revival plan using nuclear power at home and selling nuclear technology abroad. Results of a survey showed that 58 percent of voters opposed Abe's nuclear plans while 28 percent believed that the government should push through with restarts. However, Liberal Democrats, the most pro-nuclear among major political parties, won by landslide the December 2012 election and Abe maintained a high approval rating of 60.1 percent. An overview of the "Asahi Shimbun" newspaper's article on the continuous resistance to nuclear restarts at the local level is given.
