The article focuses on the oil service provider P&W Oil Services Inc. and its owner Benjamin Franklin Pass who are supposed to pay restitution of the 19 million U.S. dollars for violating the Toxic Substances Control Act and failing to pay due taxes as compensation to victims. It discusses the failure of defendants to comply with regulations by unlawfully transporting used oil contaminated with polychlorinated biphenyls (PCB). It concludes the efforts being made to clean contamination.
