ABSTRACT
Reports that in a move with implications for the whole state, the California State Supreme Court has just denied San Diego County its authority to impose a sales tax to fund new jails and courts, basing its decision on rules instituted under Proposition 13. The ruling is important because the current California budget requires counties to cover a total of $2 billion in social services costs by increasing local sales taxes to pay for various programs.
