Iran using exercises with Gulf states to send the U.S. a message

The article focuses on the report of the Institute for the Study of War entitled "Iran's Two Navies: A Maturing Strategy" on the joint naval exercise by Iran, Oman and Qatar. According to the study, the naval exercise intends communicate to the U.S. and other allied navies that Iran can dominate the navies in the Gulf.
