ABSTRACT
The article reports on the proposal made by Brazil as of late 2013 that the United Nations' Intergovernmental Panel on Climate Change (IPCC) should officially study the historical responsibility of countries for accumulated greenhouse gas emissions. The study results will be used as basis for the establishment of future emission reduction goals. Among the top emitting countries are the U.S., China and India.
