ABSTRACT
The article discusses the move made by Environmental Protection Agency (EPA) Region 2 Administrator Judith Enck, to use private mail in correspond with the environmental groups in Puerto Rico. It mentions that the emails were turned through the Freedom of Information Act request in violation of environmental agency rules. It also highlights the agencies advocacy to promote the use of recyclable plastic materials.
