ABSTRACT
The article discusses study of the U.S. Government Accountability Office (GAO) on the practices that are important to develop high-quality, and reliable project-cost estimates. It states the use of the Cost Gide to determine that the cost-estimating guidance of Architect of the Capitol (AOC) conforms to leading practices for developing estimates. It mentions that the limitations of the AOC estimates may make it more difficult for Congress to make well-informed funding decisions.
