ABSTRACT
Chapter 3 of the book "Philosophical Perspectives on the "War on Terrorism"" is presented. The author discusses how people respond to a crisis and defines normative and critical responsibility. She likens the Americans' response to the September 11, 2001 terrorist attacks to the people's response to totalitarian rule as both created a crisis in meaning, inhibited critical response, and promoted conformity with the status quo or authority. She notes that times of crisis strain people's abilities to respond critically.
