ABSTRACT
Iran, due to its particular political-geographical situation , climate features and geological situation , climate features and geological situation is on of the countries which en countries a lot of disasters Mashhad megacity as a religious capital city of Iran because of having especial characteristics such as growing population situation in the province and country ,the center of political , economic social and cultural efforts , particular geometry situation and the existence of main and subsidiary gaps , expanding of old parts and depreciation of mine stream and so an , is one of the cities which is bound to hazards and disasters consequently , the importance of disaster and crisis management as an academic major in strategic management by urban managers is something in evitable the following study is an analytical _ descriptive research an applied study in the field of management . The aim of the study is offering a bright perspective of municipality of Mashhad is position in crisis management (by focusing on prc_ erisis level) in order to plann academics, technical and equip net fin force by exploiting new technologies , theoretical experience ,international and domestic experts and allowreweavingregulation in order to developedthemethods , eliminating problems and set some rules which facilitate offeringservices ,solutions and suggestions for planning managing and controlling disasters better by urban managers and supervisor the friendingrevel that : Mashadmunicipality has played a key role in crisis management before crisis. Public tramping is so crucial in predicting and preventing and decreasing the effects of a disaster. ExploitingNgoc s capacity in crisis management cycle so important .the capacity Is effective especially in predicting and preventing levels. People and citizen partnership in preventing aim a disasteraccording to effective issues in disaster happening is crucial and found mental .it is suggested that to increase he role and position of NGOS position in crisis management cycle giving information and training which is the most significant element in contribution in perseveration in mashad municipality on considered.Exploiting multi-dimensional approach of admin I strive sultan in the of total crisis management is defined.
