ABSTRACT
The author emphasizes the role of education quality in the successful integration of information and communication technologies (ICT) in education. According to the author, ICT application in education in Central and Eastern Europe is still carried out episodically. The author warns that ICT application can have a detrimental effect on learning due to a number of factors, including time spent on computers and teacher qualification. The author contends that education should be geared towards developing abilities and competencies needed in ICT.
