ABSTRACT
A letter from U.S. President George W. Bush to Congressional leaders concerning the purchase of troubled assets is presented. Bush certified that it is necessary for the Treasury Secretary to exercise the authority granted under the Emergency Economic Stabilization Act of 2008 to purchase assets up to the limit of $350 billion.
