ABSTRACT
The author focuses on Ross Miller, secretary of state of Nevada. He alleges that Miller is against small home-based businesses. He criticizes Miller for going after 60,000 such businesses earning 27,000 U.S. dollars annually for allegedly claiming false exemptions. He believes that this is the worst time to clamp down on self-employment when job creation is needed in the state which has the highest unemployment in the U.S.
