Shouldn't the Zoo Museum District charge out-of-towners admission?

The author suggests that the cultural tax district Metropolitan Zoological Park and Museum District (ZMD), in St. Louis County, Missouri, should charge a substantial admissions fee from non-taxpaying nonresident visitors in order to minimize the tax burden of financing the museums and maintain the city's attraction.
